Cline,\non behalf of the Konus-Wind team, report:\n\nKonus-Wind (KW) was observing the whole sky at the time of the\nLIGO/Virgo event S190426c (2019-04-26 15:21:55.337 UTC, hereafter T0;\nLIGO/Virgo Collaboration GCN Circ. 24237).\n\nNo triggered KW event happened from ~7 days before and ~0.6 day\nafter T0. The closest waiting-mode event was ~12.5 hours before T0.\nUsing waiting-mode data within the interval T0 +/- 100 s,\nwe found no significant (> 5 sigma) excess over the background\nin both KW detectors on temporal scales from 2.944 s to 100 s.\n\nWe estimate an upper limit (90% conf.) on the 20 - 1500 keV fluence\nto 7.3x10^-7 erg/cm^2 for a burst lasting less than 2.944 s and having a\ntypical KW short GRB spectrum (an exponentially cut off power law with\nalpha =-0.5 and Ep=500 keV). For a typical long GRB spectrum (the Band\nfunction with alpha=-1, beta=-2.5, and Ep=300 keV), the corresponding\nlimiting peak flux is 2.0x10^-7 erg/cm^2/s (20 - 1500 keV, 2.944 s scale).\n\nAll the quoted values are preliminary.",
