Tohuvavohu (PSU) report on behalf of the\nNeil Gehrels Swift Observatory Team:\n\nAt 14:42:24 UT, the Swift Burst Alert Telescope (BAT) triggered and\nlocated GRB 190816A (trigger=920783).  Swift did not slew due to an observing\nconstraint.  The BAT on-board calculated location is \nRA, Dec 341.193, -29.740, which is \n   RA(J2000)  =  22h 44m 46s\n   Dec(J2000) = -29d 44' 23\"\nwith an uncertainty of 3 arcmin (radius, 90% containment, including \nsystematic uncertainty).  The BAT light curve shows a couple peaks\nwith a total duration of about 30 sec.  The peak count rate\nwas ~600 counts/sec (15-350 keV), at ~3 sec after the trigger. \n\nDue to a Moon observing constraint, Swift cannot slew to the BAT\nposition until 17:11 UT on 2019 August 17. There will thus be no XRT or\nUVOT data for this trigger before this time. \n\nBurst Advocate for this burst is K. L.
