B. Mailyan (UAH) reports on behalf of the Fermi-GBM Team:

"The Fermi Gamma-ray Burst Monitor (GBM) trigger 190729668/586108936 at
16:02:11.14 UT on 29 July 2019, tentatively classified as a GRB, is in
fact not due to a GRB. This trigger is due to a terrestrial electron beam."
