The Schlegel et al. (1998) E(B-V) for this burst is very high,
E(B-V) = 3.5, or A_R=9.3 mag.
This note does not need to be cited.

S. Golenetskii, E. Mazets, V. Pal'shin, and D. Frederiks on behalf
of Konus-Wind and Helicon/Coronas-F teams,
A. von Kienlin, G. Lichti, and A. Rau, on behalf of the
INTEGRAL SPI-ACS GRB team, and
T. Cline, on behalf of the Ulysses and Konus GRB teams, report:
Ulysses, Konus-Wind, INTEGRAL (SPI-ACS), and Helicon/Coronas-F
observed this GRB at 20324 seconds. As observed by Ulysses, it had a
duration of approximately 10 seconds, a 25-100 keV fluence of
approximately 4.6E-06 erg/cm2, and a peak flux of approximately
1.3E-06 erg/cm2 s over 0.25 seconds.
We have triangulated it to a preliminary annulus centered at RA,
Decl(2000)= 338.090, -41.009 degrees, whose radius is 77.935 +/- 0.021
degrees (3 sigma ).
This annulus may be constrained and/or improved, but as the event was
not observed by Mars Odyssey, a small error box cannot be derived for
it.

A. von Kienlin, G. Lichti, and A. Rau, on behalf of the
INTEGRAL SPI-ACS GRB team, report:
GRB 030331 was detected by Konus-Wind at 05:38:40.824 UT
and Helicon-Coronas-F at 05:38:44.347 UT.
As observed by Konus-Wind, it had a 15-2000 keV fluence of
approximately 2.7E-5 erg/cm2 in 25 s, and a peak flux of
5.5E-6 erg/cm2 s over 0.128s.
We have triangulated it to a preliminary annulus centered at
RA(2000) = 27.250 deg,
Decl(2000) = 13.733 deg,
Radius = 40.7 +/- 1.1 degrees (3 sigma ).
This annulus intersects the IPN annulus (GCN 2057) to form two
large error boxes, only one of which is in the correct ecliptic
latitude band.
Preliminary 3 sigma error box has approximate area of 400 sq.
